Guangzhou, China, September 15, 2025 – EHang Holdings Limited (Nasdaq: EH) (“EHang” or “the Company”), the world’s leading Urban Air Mobility (“UAM”) technology company, today announced that the signing of a Memorandum of Understanding (MOU) with the Group of Companies Allur JSC (“Allur Group”), one of Kazakhstan’s largest automotive manufacturing enterprises. The partnership aims to jointly develop emerging markets for UAM solutions in Central Asia, with comprehensive cooperation spanning UAM ecosystem building, large-scale aircraft deployment and commercial operations, local industrial ecosystem development, and industry standards. Together, EHang and Allur Group will accelerate the growth of the low-altitude economy in Kazakhstan and the broader Central Asian region.

Strategic Agreement and Aircraft Deployment
Under the MOU, Allur Group intends to purchase 50 units of EHang’s EH216 series eVTOLs in phases, starting with an initial order of 10 units of EH216-S human-carrying aircraft and 10 units of EH216-L cargo-carrying aircraft. These aircraft will be deployed at Kazakhstan’s first UAM operations center in Central Asia, supporting routine flight operations, technical training for operators and engineers, and airworthiness certification testing. The center will serve as a foundation for future commercial operations.
The collaboration will focus on various UAM application scenarios, including passenger transportation, logistics, and emergency response. Leveraging EHang’s advanced eVTOL technologies and global operational experience, the two parties will promote the rapid expansion of the low-altitude economy in the region.
In addition, the parties will explore the establishment the first local eVTOL assembly facility in Central Asia, with an annual production estimated of up to 200 EH216 series aircraft, serving both Kazakhstan and neighboring markets. EHang will assist to introduce key components suppliers, including motors, batteries, and aviation materials, fostering the development of a localized supply chain.
Leadership Engagements and Site Visits
Andrey Lavrentyev, Chairman of Allur Group, together with Syrym Semeibayev, First Deputy Chairman of the Board and Vice President of Production, visited EHang’s Guangzhou headquarters and Yufu production facility. They held meetings with EHang’s Founder, Chairman, and CEO Huazhi Hu, and Chief Operating Officer Zhao Wang to learn about EHang’s innovation and achievements in advanced global air mobility, and formally signed the MOU.
During the visit, Lavrentyev personally experiencing a flight on the EH216-S and gained in-depth understanding of EHang’s achievements in autonomous aviation innovation, UAM ecosystem development, and commercial applications of the eVTOL series.

High-Level Recognition at China-Kazakhstan Entrepreneurs Committee

The MOU was signed during the 8th China-Kazakhstan Entrepreneurs Committee meeting, jointly presided by Kazakhstan President Kassym-Jomart Tokayev and Chinese Vice Premier Xuexiang Ding. Syrym Semeibayev, First Deputy Chairman of Allur Group, and Zhao Wang, COO of EHang, attended the meeting and the signing ceremony. The signing, witnessed by key officials including Guohua Xi, Chairman of CITIC Group, and Zakupov, Chairman of the Samruk-Kazyna Fund, highlighted the significance of this cooperation in promoting emerging technology industry development between China and Kazakhstan.
